The great tragedy of American schools today is a consistent problem of underfunding. Constantly searching for money has forced schools to add structures incrementally - we've all seen "temporary" trailers squeezed on to school property. In fact many of these trailers are virtually permanent. We know of one very large school system that has almost 50% of their "temporary" trailers still in use after 30 years. These structures are typically poorly insulated, poorly ventilated and inadequately lit - remember it was most likely the LOW BIDDER that won the contract for selling the trailers to the school system. There are studies that show that students forced to learn in a substandard and unhealthy environment do not perform as well and have more health problems (higher insurance costs) when compared to students learning in a more permanent and well designed classroom building.
